HELP!!! Can pay be delayed by 1-2 months?!

Some one I know started a new part time job in July on 'contract' for 4 hours per week, but has averaged 10-15 hours per week. They have been told that anything over that 4 hours is 'overtime' and will not be paid until the end of the following month.
1) All the work in July was not to be paid until the end of August because the last 2 weeks of every month are paid at the end of the following month.
2) Come the end of August, yesterday, the only pay received was for July all hours and the contracted 4 hours for the first 2 weeks in August. (8 hours).
3) Which means all hours worked in August beyond the contracted 4 hours per week... about 40 hours.. will not be paid until the end of September
Can they do this?

Yes. Your friend will find it in the terms of employment. S/He did read them didn't they?
Some companies pay monthly and you have to work a month in hand meaning it's 60 days before you get your first wage.0 -
