No ticket - No NtK but letter arrived after 28 days..

Hey Guys,

I'm looking for a little help - My mother-in-law received a letter from NPE saying that she had ignored a NTK.

She was caught incorrectly parked on 28/08/15 @ 11:30am via CCTV - No ticket was put on the screen etc.

The first thing she knew about the invoice was a letter which arrived 06/11/15 saying she had ignored a NTK dated 08/09/15 - She never received that letter at all.
She contacted NPE via email telling them this and asking for a popla number etc on 17/11/15 with an official appeal letter - however they did not reply.
She's just called me saying she picked up a letter today from Debt Recovery Plus who say no appeal was logged with NPE (We have proof of the email we sent on 17/11/15 which did say we didn't recieve the NtK...)

What do we do?

    You ignore DRP.

    [STRIKE]You complain to the BPA about NPE's lack of response, providing them copies of correspondence. Tell them to sort out NPE, upon which you should hopefully receive a POPLA code.[/STRIKE]

    Oops, NPE are IPC, so you may as well just ignore everything. You know the NTK is non-compliant, so just sit it out.

    They joined the IPC on 1st December 2015 so they were BPA members at the time of the parking event, and at the date of the appeal.

    But there's not much point complaining to the BPA, de-merit points or expulsion for a company that's already jumped ship, seems a wasted effort to me.

    I would still log a complaint with the BPA and the DVLA because its a paper trail that shows that you reported NPE for not following the BPA CoP

    any court case would partly be based on the BPA CoP and so having a "crime number" as it were, logged complaints with both the BPA and the DVLA would help sway a judge in any court case, because they were active BPA members at the time so cannot have a get out of jail free card for absconding to the IPC

    then keep all copies of paperwork and complaints ready in case NPE were stupid enough to try a court case after Gladstones bamboozle them into doing so

    Loads of other NPE threads around when you search 'NPE Norwich' which I assume you have done?
