Advice re NTK from Parking eye Reply from council re planning !!!

I have been asked for advice through a third party due to my previous success with assistance from this site

At present I only have scant details after convincing the third party that ignoring was not an option and to retrieve the NTK from the bin

The general circs being driver drove into a Mecca bingo car park with a P & D enter reg no operation

The driver was collecting a friend nothing to do with Mecca and was waiting for approx 10 mins

Date of alleged parking infraction 29/12/15
Date of NTK issued 21/01/16
Received on 23/01/16

There is no issues surrounding ownership or address of registered owner.

Am I right in saying they have timed out with their NTK and RK liabilities with regards to POFA

they failed POFA2012 so can only pursue the driver, if they knew who that is

but normally they dont, so they harass the keeper

the keeper still needs to appeal this (only a moron would ignore it or bin it), using the blue text appeal in post #1 of the NEWBIES sticky thread

then if they dont cancel, the keeper will get a popla code and should draft a popla appeal based on legal points as seen in post #3 of that same NEWBIES sticky thread

so they still have to follow the process, not naming the driver and using POFA2012 as one of the many appeal points

Thanks for the replies,just wanted to confirm my own thoughts before advising a third party.

In addition just checked Rochdale council planning site and no doubt you will be surprised to hear lo and behold I can't find any planning permission for ANPR cameras.

I have emailed Rochdale council to confirm and alert them to PE profiting from an illegal operation :rotfl:

Needless to say bevis petion signed x 4 by family :beer:

just had the following reply from council re planning and ANPR cameras

"
In response to your email I have discussed this matter with the Planning team and I am advised that the cameras and associated signs sited and displayed on the car park are appropriate in that location

In the absence of any applications received I am advised that as the cameras and sign would be supported if pre-applications had been submitted, that it is not expedient for this matter to be pursued further "

Well if that is not a double !!!!!d answer i'm unsure what is
