Not so sure- here they won't allow you even without a kitchen- the bathroom is the key. You need planning and you pay separate council tax. A kitchen can be a microwave and a fridge.

Thank-you everyone for your helpful replies today. Just to clarify a few points, we have done the garage conversion under permitted development however although planning permission was not required we did have to get building regs.
Also as the garage does not have a kitchen area, and is only accessible through going through our garden then it is not considered a separate dwelling therefore the council have confirmed no additional council tax is required.
My mum will be using our kitchen, washing machine etc and will probably share meals as and when. On days she works she eats lunch and dinner at work and doesn't finish until 8pm so its not everyday initially.
I'm just really looking forward to my mum being around but also still having her own space. I work 50+ hours a week which involves significant travel and as a result my husband is a stay at home dad. We have 2 boys and 1 girl and I think having another female influence around when I am not about as she approaches the teenage year may help......0 -
We sent the plans to the council for confirmation of this and as the garage is detached it is considered an outbuilding. They advised that as long as the work was incidental to the enjoyment of the household then it didn't need planning permission. I clarified this with them and they said a guest room, spare room etc is fine as long as it's not rented out as a separate dwelling!0
