claimin PPI on debt management payments

Hi Folks,

I've been helping my partner out for the last few years with a debt left by her previous partner.
To ease the stress and worries she set up payments with a debt management company. I helped by ensuring the payments were paid and because she had no bank account or easy way to pay.
A recent letter from them says they have been taking PPI payments on her debt payments and had forgotten to remind her when the five year contract had finished. So they have asked her if She requires these overpayments returned.
My concern is if all available money went to pay her debts then I don't see how she had money available to pay extra in the way of PPI. Was the PPI worthless to her?
Can this ppi be claimed just like the loan PPi claims?
