Car leasing through local authority question

Hi, I have recently started working for a local authority and I'm entitled if I want (because of the job and need to travel) to a car through their lease car scheme. Unfortunately my historic credit is not good but improving all the time. My question is, will I personally be credit checked? The car would be procured by the council and they would deduct a sum from my salary each month. The flowchart which explains the process includes details of a lease hire agreement that I would sign and makes reference to it being a "credit agreement" but since the car is owned and maintained by the council, presumably they are the ones actually financing it not me? I don't really want to ask my new boss this question as its a bit embarrassing.... Thanks in advance :-)
