Santander say they cannot find my old mortgage which I had with Abbey National 1985-1999. I know there was PPI on it. I have no paperwork. They say without a mortgage account number they can do nothing more. The bank (NatWest) say they need a court order to release old bank statements. What are my options?

Not a surprise. It pre-dates financial services regulation and the data protection act. They probably destroyed must documentation around 2004.

Why do need the info? It cant be for PPI as Abbey didnt retail MPPI in 1985. (not that they built their insurances into the mortgage either. So, even if they could find the mortgage info, it wouldnt show any insurances you had)

Is this on your bank account or someone else's? A court is only required when its not your own account. The court also needs good reason to make that order. It would not allow it on a fishing expedition for a third party.

If its your own bank account you can pay £10 and do a data subject access request. However, that will only supply what they have on file. It wont be a full history as unimportant things over 6 years old tend to get destroyed. This can include statements.
