As this is the CSA, not the CMS, surely he is obliged to notify a change in income?

I would have thought that too, I mean he was more than happy to reduce my payments when his first child arrived , the lady on the phone didn't say anything him having to report a change in circumstances with regards to promotion/pay increase, he should have rung them to tell them he'd had a second baby and moved house, but he didn't do either of those!

No if you read it there are two lists SHOULD report and MUST report. Only the MUST report section, which admittedly has grown over the years, carries a legal obligation to inform.0 -
whatever the case, the new calculation has come and and he's not happy about it! still waiting on a letter from them before I ring back.

They will not penalise him, they will just make a new assessment based on his present income and circumstances.0 -
