Help to Buy ISA - Do I qualify

My wife and I have been working abroad in Asia since 2013 saving for a deposit for a home. We are looking to return around mid 2017 and curious as to whether we qualify for the Help to Buy ISA scheme.
It states applicants must be "UK resident for tax purposes". I get a bit confused as to non domicile, resident etc. Am I considered non resident?
On a side note if I am considered non resident, when I return and start working, would I be entitled to not pay income tax on my earnings until I am considered a resident again?
