Claiming a tax refund

Hi,
We are becoming frustrated in trying to claim a tax refund regarding my wife. She doesn't pay tax but, due to complications surrounding her retirement, employers pension and a small annuity, PAYE tax of just under £10 was paid.
We have tried phoning HRMC 3 times over the last year. Each time they have eventually agreed that she is entitled to a small tax refund but nothing has happened.
Having seen various advice about how useless the HMRC phone lines are, we decided to look for a form to post. She doesn't fit any of the single criteria listed on the HMRC website so after a lot of searching Form R38 looked like the one.
So we tried to fill it in (only available for online completion)and it doesn't work on any of the browsers we have access to (IE11, Firefox and Safari) it jumps into the middle of the form and doesn't give you the opportunity to put in an address or monetary details!!
Any advice on how to proceed would be welcome.

Yes a letter was our next step! But in this day and age there should be a reasonable alternative.
Interesting about IE11. We tend not to use it preferring Firefox but have it in reserve. Any special setup that you use?0 -

Looks like I owe both Microsoft and Apple an apology!! The form looks the same on all browsers but on Firefox doesn't open up the lines for address completion when you chose whether the address is in UK or not.
So we have filled in the form but will send the covering letter anyway. There are a few other things to clear up as well and I didn't want to have to write too complicated a letter!
