Council tax banding help!!!!!!!

Good afternoon everybody, new to this site so please bare with me!!
Me and my partner bought our first home in April 15 for 225k!!! (Saved very hard)!! But prior to this we lived in a property no more than 250 meters across the road from our new house. Both are new builds and the house across the street we lived in as part of my old job salary package. It was purchased for 180k in 2010 and I successfully managed to get the council tax band lowered to band c from d in 2011. Both property are identical in size although current house has smaller garden, our current house has been banded in band d to which I feel to high and think c would be more appropriate, but what I don't understand is why two identical property's bought 5 years apart in same location have different bands when if I purchased this property in 2010 then the price would have been the same as the older house!!!
Ive appealed the current banding to be refused, stating the older house was over three floors (which is incorrect) I've used the council tax checker and it does say that this property falls within the band c values for 1990 but I know this can't be used as evidence in a valuation tribunal hearing. I guess what I'm getting at is can anyone point me in the right directions to where to go now, or is it a bit of a lost caus taking it further, any comments would be greatly appreciated and thank you for taking time to read my post 😊

If the VOA are saying that your previous house was 3 floors when in fact it was only 2, then they didn't do a very good job of inspecting it to check the facts before they reduced the band!
Are you positive the 2 houses are identical in size? If so then use this as evidence at VT. Also have a good look round the estate, try to find similar/identical house types and check the bands. If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0
