I want to send a phone back to Vodafone for a refund. How hard can it be?

I bought an expensive mobile phone on pay as you go from Vodafone and it was delivered last Wednesday (20th). I now wish to return it for a refund - the box has never been opened.
Vodafone's terms on their website state that I have the right to return it for any reason as long as I notify them within 14 days of receipt by telephone.
My problem is that the returns department never seem to answer the phone. I have tried to call them several times, hanging on for one and a half hours on two occasions. I must have spent over 6 hours on the phone to them this past week!
I have tried their online chat facility but they are unable to help. I have tried their Twitter team. They say I can ask a shop to send it back for me but I have taken it to a shop and they say they can't.
It seems to me they are deliberately trying to block pay as you go returns as I can get through to other departments without problem.
I have six days left of the 14 and the returns department still don't know I want to return it.
Any suggestions or advice much appreciated.

All sorted now. The social media team arranged for the branch to refund me. I'll never buy a pay as you go phone online from Vodafone again though!0
