You said in the event you rent it out, which suggests you might not, now you are saying it will be rented out.0 -
It needed ne windows and a kitchen, I am unsure if I will rent or sell, sorry for the vagaries0

I wouldn't say you could consider that as an expenses when if you do come to rent then because it isn't for the purpose of getting it ready to rent.0
