I had to get my tax code amended because I had 0 personal allowance.
Today I got a notice from the HMRC saying I have an outstanding debt restriction of £4441.
"This is the outstanding debt you owe HMRC from a previous year. You owe £888. This is due to individual debt(s) as follows:
NTC: £888.35
To collect this we divide the total amount by the rate of tax you pay to calculate an adjustment to your tax free allowance."
That's all well and good, if I knew what on earth is "NTC" supposed to mean in this context. The only thing I can think of is something to do with tax credits, but I have never owed more than £150 in overpaid tax credits, and haven't even received a single penny in tax credits since 2012, or perhaps early 2013.

That's what I would have assumed.
Call them or tax credits and ask.0 -
The NTA team look into adjustments to tax credits as a results of adjustment to one's income following new information e.g. From an SA return, P11D etc. Definitely phone them - poor from HMRC to use an acronym only they could possibly understand !0

NTC is internal HMRC jargon for 'New Tax Credits' - the one Gordon Brown introduced which replaced another system known as WFTC (Working Families Tax Credits)0
