Define 'parking'

I recently dropped off a friend at a Gp surgery to pick up a sick note, to move out of the way of a car trying the leave the car park I pulled into one of the 3 empty disabled bays. Due to a long queue in the surgery I ended up waiting 15mins. I have been caught in this spot on camera by ParkingEye and fined £60 for 'parking' without authorisation.
At no point did I turn off the engine or exit the car therefore I wonder if I can be issued a parking fine when I would have moved should someone have come in.
Advice would be greatly appreciated

If it is stationary, it's parked.0 -
its not a fine , its an invoice
being stationary on private land for more than 10 minutes is classed as parking, doesnt matter if you did or didnt get out of the car, doesnt matter if the engine was running or not
you failed to comply with the signage and parking rules and have therefore received this invoice and the BPA CoP defines a grace period at the beginning of the event, doesnt say how long this may be, but is certainly no longer than 10 minutes

You just need to read the NEWBIES thread - use the pre-written first appeal, add NOTHING to it - and come back at POPLA stage when you've drafted that stage appeal based upon the examples in post #3 of that sticky thread.
Stopped is parked - you are focussing on something partly irrelevant, certainly until POPLA stage - but we are not saying pay.
Read the NEWBIES thread where acronyms are also explained. Send the first appeal (blue, the one in the first post of the sticky thread) online to ParkingEye, choosing 'registered keeper' only.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
