IPA querie

One thing I am wondering but can't seem to find the answer to is this- my income is solely from benefits so have read the OR cannot use any of this to set an IPA.
I do however get extra money from an adult child who lives with me, for their contribution to the household (they cannot work because of severe disability so also get benefits)
Because of this it will show that I have money, left over each month, so will I paying an ipa?
Seems odd that if they were to move out and live with their father, I'd be excluded from paying anything, but having them living with me and only paying for what they eat and heating water etc means I would be worse off.
Hope this makes sense .
