HMRC Payment on account

Help please..we have just logged into our tax account to find several emails which tell us we seem to owe £3k plus mainly down to on account payments and then £83 late fees fines. We don't understand why we have this on account payment. We left UK Aug 2013 did a SA tax return - still own a house and have a uk pension but no other income. We pay tax where we now live and declare and pay tax on the pension there. Can we get these on account payments taken off or reduced? plus the fines?? any help or guidance as currently so upset at a debt we didn't know we had and don't understand how we have it?
