Council selling flats

Hi all
I am a council tenant living in a small block of 30 flats.
In the last few months, a local estate agent has been here valuing empty tenancy flats.
Can anyone tell me what our rights might be to
a) Be consulted on the future plans for the block
b) What the position might be if they intend to sell the block to a private investor/developer.
There are leaseholders here also.
Proposed window replacement has been put off from 2015/16 to 2020/21 so we think that may be a sign they intend to sell and lumber someone else with the job of replacing the windows.
Any input gratefully received.

    My understanding is that council tenants have a right to be kept informed about things relating to their tenancy. Can't quote which housing act but the CAB will hopefully know.

    Ask you local ward councillor. Go see your MP. You could try to form a tenants' association for more consultation clout. Councils can go all 'politically correct' trembly when their tenants gang up on their housing officers and call meetings to inform and consult.

    Check the LA planning portal map for any planning consents passed for your location. This is public info.

    Also, councils don't cough without endless committee decisions and the reports may well be public unless 'below the line'. Try the housing committee and finances committee and just keep nosing. Helps to wear a shabby raincoat and hold a cigar and never leave their office without pausing and saying, "Oh, just one more question...". Councillors and housing officers hate that. Be tenacious.

    Ask your landlord, and/or the democratically representative who controls your landlord.
