Unless you're being deliberately provocative, I think the plan was to lower the headcount big time rather than target the people you suggest. In my sphere where experience is pretty much everything, it was somewhat shortsighted to get rid of that group and employ people who only hang around briefly before they get stressed and leave. I`m not sure having to recruit 2300 new staff in 12 months just to make a net gain of 500 is making good use of public money.
