Bankruptcy Advice - Northern Ireland

Hi all,
I was wondering if you could help me out, my friend has asked me to help them find information for them. They were declared bankrupt in May 2011 (Creditors petition), shortly after they left the country. They're now back in Northern Ireland (approx 1 year) and are looking to begin rebuilding their credit rating.
They have had alot of difficulty in opening a bank account, and the only one they've been able to secure is a basic Santander savings account which doesn't allow for any direct debits (inc wages being paid in).
Currently they are not on the electoral register (although form will be submitted by the end of the week). Can anyone make any recommendations on what they can do to improve their rating? And also a bank (if any) which would be more likely to offer them a current account?
