Council Tax rebate for old property

Hi
I moved from my old house about 8 years ago.
Noticed that semi detached house that was joined to mine has had their band reduced from B to A from 1993!
Houses are identical.
At the time I was in the property I did go to the VOA to dispute the banding but got refused?
Could I query this for myself for the period I was in the property and get them to look at this at all.

Only the current occupier (or owner if empty) can query the CT band of a dwelling.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0
