    Returned payment fee is the fee they charge if the DD is bounced by your bank.
  • Check your bank statement and come back to tell us.

    Well, did your statement say the the payment would be collected by a DD? Usually a new DD is also confirmed by a separate letter from a CC company.
    If not you can never rely on a DD unless you see this clearly said in the statement.
    I the statement did say this, you can blame the CC company.
