Successful council tax band change years ago. Letter arrived it's going back up!

I had my house successfully re banded in 2005 from a band E to a band D. Last week I had a letter putting my house back up to a Band E.

I have appealed again but why would they choose to change the band after a successful appeal on my part?

If they have determined that the reduction was incorrect then they have a legal duty to correct the band and make any required adjustments. Something must have made them look at the property again, usually it's because a neighbour queried their band and your property was looked at as a result of the query.
I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.

I do have new neighbours and it could have resulted from this.
Their property benefits from a ground floor extension across the whole of the back of the property. This makes it substantially bigger than mine.
