Pressure cooker problems

I got an unused high dome Tower Pressure cooker from my friend as she was scared to use it. I was delighted as I had a Prestige one for many years. The problem is that although I have followed the instructions to the letter, I can't get the pressure bit to work. Can anyone who has used one give me any idea what I am doing wrong.

    What condition is the rubber gasket in?

    the whole pan is as new, although it must be a few years old. Never been out of the box! the gasket is the same.

    The gasket could have perished even if its not been used, see if you can get a new one. I replaced mine every 12 months.

    it is more likely to perish if unused.. like knicker elastic.. you don't wear them for a while they die, the ones you wear all the time last forever.. it is rubber it needs to be flexed in order to survive.. neglect kills them!
