Vehicle road tax - Engine size to CO2 taxing

I purchased an older diesel vehicle a number of years ago with engine issues. The old engine was replaced with a newer unit, electronically controlled direct injection type which reduced fuel consumption and emissions significantly. Power and engine size are the same (1.9L, 64BHP)
The issue is that I still pay £200+ a year for a vehicle that emits in the range of 100g/C02 mile. Is there a way to take it to a DVLA inspection site and get it taxed based on actual C02 emissions rather than the old engine size band?

Older vehicles, registered before 2001 are taxed based on engine size. I haven't changed the engine size, therefore the vehicle is within the same taxation class after the engine replacement.

The rate for cars registered on or after 1 March 2001 depends on CO2 emissions and fuel type. They’ll be taxed using the old system if this information isn’t available.0 -
Being respectful i don't think it can be all that simple.
Lets suppose the same model vehicle is paying twice the road tax just based on registration date, having all the same antipollution devices as the newer counterpart.
Another example are older specialized vehicles retrofitted to meet newer emission standards, namely EURO IV/V? Say older Ice cream vans and legacy buses from London tour agencies that have to go inside the ULEZ. They can only do so if registered on the DVLA as meeting a certain emission specs, which in turn affects the vehicle tax band.
The question is where do these get tested to ensure they comply. The retrofitting company cant just make them up. Once DVLA is satisfied the vehicle meets the requirements they will change it, how and where to do it in the first place is the issue0 -
The only vehicles that can be registered for lower VED bands after passing RPC testing are goods vehicles over 3500kg and buses. Other vehicles that require the tests can not have their VED band changed.0
