TNT import tax problem

I have just received a bill from the courier TNT one month after they delivered my parcel from China.
The value of the goods I bought online came to £34.57 and the TNT bill, which has just arrived, is for £25.04
I am a little confused as to why they are charging me after I have the goods and to the amount they are expecting me to pay.
I am aware that VAT should be charged at 20% but this comes to £6.91 which is not even a figure that is on their bill. I did not arrange for TNT to be the courier and I am not sure if they can legally force me to pay this total.
The real irony is that the main item I bought was an imitation and was faulty so I got a refund from the store. So now TNT is billing me for something that didn’t even work.
Any advice would be greatly appreciated.

    Unfortunately it still doesn't answer my main question.
    I have incured charges after receiving the goods.
    According to the HMRC, you will not receive goods until (a, b and c) as you put it, have been paid.
    There has been no dialogue between TNT and myself as to the cost of this service until 1 month after receipt of the goods. Which comes in the form of a bill with a deadline coupled with a series of codes expressing the fees. Instead of informing me of the charges they have taken it upon themselves to do this without my consent and then charged me for the privilege.
    The actual VAT is £7.04 and the rest is their charges.
    It seem to me that they made an initial error not charging me on receipt and are trying to fix it afterwards.

    TNT are within their rights to try and recover the money. Whatever you might say.
