Pensioner living abroad...NHS help?

My ex-father in law is a British Citizen who was born and worked all his life in England. He served 30 years in the British Army and has a pension from it.
At 65 he moved to the Philippines after getting Divorced and has lived there alone ever since. He is now in his eighties.
He is now very poorly, has spent almost all of his savings on hospital treatment and is in need of urgent medical care.
Apparently there are new rules regarding NHS over here. He is wanting to come back and my ex husband is happy to have him live with him as it is obviously nearing the end of his life.
Would he be able to get free NHS treatment does anyone know?

In my experience it's common for NHS staff to ask me to confirm that I have lived in Britain for the last six months. I bite my tongue and refrain from asking "have you?"Free the dunston one next time too.0
