Default Prog's in 10 Grrrrrr

Ok I am not totally thick but........
When trying to change the default for what opens photos in win 10 it doesn’t work
Here’s what I do
Open default – select windows photo viewer – choose defaults – select all – save and close
Nothing changes when I open a photo.
I have even tried select this prog as default
Each time I go back to prog defaults the bottom line for viewer reads
This prog has 2 out of 11 defaults
What am I doing wrong?

I only have photo viewer as the only one in the box therefore its the default .
Do you have other photo viewers installed .0 -
photoviewer was one that they cocked up , google winearo tweaker , last item down is to alter the default proggy for jpegs etc
I also find the default PDF viewer to be carp , and now use a nice lean foxit readerSave a Rachael

In WIndows 10 it's Settings->System->Default apps

however windows PHOTO VIEWER has been omitted from the list by MicrosoftSave a Rachael

Got it working now thanks
I was opening the photos from the stupid app thing instead of going to file exp.then pictures.
