Excel parking PCN

Just trying to work through these threads.
The matter in hand...had a PCN from Excel Parking today for an alleged contravention of parking without buying ticket 15 days prior (The Walk (Iceland), Ebbw Vale, Wales). Parking time 17mins mostly delayed by Iceland queuing time. First time I've ever been there. Can't say I noticed any signage or anything to make me think I needed to pay (otherwise I would've). It contains ANPR photos of my vehicle. It's clearly states appeals procedure with lesser payment if dealt with within 14 days £60 (£100 within 28days). I note that the letter is dated 2days ago therefor giving me 12 days.
Reading the advice can I clarify the process:
Complain to the retailer Iceland.
Send an appeal letter to excels central payments office (if there's any chance of a link to templates I'd be grateful).
Then if it gets rejected which seems to be expected what do I do next? It's IPC regulated. As advised on one of the previously threads it stated start new thread as these can be tricky?!?

Complaining to Iceland is your best route to closure on this - so concentrate your efforts there. Take receipts with you (or credit card/bank statement) to show you were a genuine customer and see the manager - not a till girl.
Should that fail, you can (in parallel with complaining) appeal to Excel, which will inevitably result in rejection, then decide, after weighing both sides of the debate detailed in the sticky, whether to proceed with an IAS appeal. There's a smaller than 20% chance of success at the IAS.
Beyond that it will likely be debt collector letters - which can be ignored - and ride them out for a few months, after which they usually dry up (provided you don't reply to them, because then they know you're a 'hooked fish' and they'll continue to hassle you).
Excel have six years to pursue this through the county court, but are not highly litigious like ParkingEye for example.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Independent Appeals Service. You do need to read thoroughly the newbies sticky (where you first posted) - it is essential to you understanding this.
We can be inundated with posts every day asking the same basic questions over and over - there aren't the resources here to answer each in detail and why Coupon-mad (one of the foremost in the country on private parking issues) wrote the very comprehensive sticky.Please note, we are not a legal advice forum. If you do appeal to the IAS, a Kangeroo Court, operating under Bush Law, and are turned down, it is unlikely that the PPC will chance their arm in court because Skippy's anonymous highly partial decision will be a travesty of British Justice, and it costs them money.You never know how far you can go until you go too far.0

The IAS is a body set up by The Independent Parking Committee Ltd (IPC) http://www.theipc.info/independent-appeals-service
In a nutshell, they are in competition with the BPA, both charge a membership/subscription to PPC's who can then use their logo etc etc.
Clearly this is not truly independent and not in the interests of the general public.
That is why there is a petition to government to clean up this industry and provide a truly independent regulator who are not paid for by the very people who issue the tickets. No wonder IAS has a low rate of success ??

If you have any luck with the Iceland Head Office complaint please tell us which email you used. I have only ever seen Iceland be utterly unhelpful about this scam and I know from other threads in the past, they DO contract with Excel directly so it is Iceland's issue. Good luck with that...you could also try the Store manager but again, I am unaware of Iceland ever stepping in.alleged contravention of parking without buying ticket 15 days prior

Managing Director of EXCEL states that the judge was wrong saying the judge was not fit to serve ??? It's parking companies like these that are not fit in any society.
Interesting folks, if they do take you to court, might be worth highlighting this watchdog clip to let the judge know that EXCEL, do not think the judiciary are fit to serve .....
The BPA are happy with the signs and the make up of the words ..... but wait, one of the members of the board of the BPA is Simon Renshaw-Smith, Managing Director of Excel Parking Services Ltd. It's an illegal cartel
