When did the FSCS safety net cut in?

I have a SL endowment and have for some months been going through the FSCS safety net compensation scheme as the company who sold me the endowment went under. I know that many others have received compensation who were sold to by the same defunct company.
However, I know that I am a really borderline case. My mortgage was taken out in November 1988 when I completed on my house purchase, but the original quote dates from about 1 week before the safety net was set up.

The application needs to be signed after the qualifying date. It isnt the date it goes on risk or the date or the illustration. Many thanks dunstonh, I know that you are very knowledgeable on these matters so was hoping you would answer. I have no idea when I signed the application, as I was never given a copy of that, just the initial illustration and the full endowment policy. I guess I will just have to wait and see what they come back with.
