Rented property council tax demand

Now the council are saying he did not inform them and they need proof that he moved out in the April. They are stating he lived there until the new tenants made contact in the January.

However, since it was such a long time ago he doesn't have anything relating to that property. We have been through all his paper work.
Is there anything he can do? Seems very one sided.

    It his responsibility to inform the council when he moved out.

    Only thing he can do is show proof (utility bill, CT bill, tenancy agreement) of his current address, and hope council accepts this. If he left before his tenancy expired, then he could be responsible up to end of tenancy agreement.
    If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales

    If you informed your employer, bank or dvla of the new address that may be proof..
