My manager wants to use a copyrighted programme without having permission

    You have advised the manager correctly. Make sure that you have done so in writing and then do as you are told. It isn't your problem, but it will definitely be hers when the copyright holder comes after her. Just make sure that there is evidence that you told her that this was wrong.

    I don't think I'd escalate it to her manager, unless she chooses to let your warnings affect your working relationship (in which case, you'd be taking to her manager as a grievance rather than a whistleblow). You've acted correctly in advising your manager, but you'll risk annoying her if you go behind her back.

    It might come to nothing, the company who devised the programme might not decide to pursue the matter.

    As you work in the public sector, does your organisation have an IT department?. If so, air your concerns with them. The more of a trail you create, the less chance the software developers will go after you and instead, go for your boss.

    You've posted an awful lot of information about your work and in particular your manager. This forum has a high readership, I'd be very careful about posting so much identifying information.

    I'd assume that the quotes have been redacted to remove anything that would identify the employer, I certainly can't see anything obvious in them.
