Engaging a debt advisor for a relative

I have a relative, in his 60s, who has been struggling with a large debt with several years. I believe he is currently trying to clear it through a debt management company, but I have no idea how effective this is proving and indeed whether he is receiving objective guidance. It is something he is embarrassed to talk about with those close to him, making it difficult for me to help him.
I am therefore looking for some sort of debt/financial advisor who will visit him in person, go through all his paperwork, assess his situation and formulate a plan for the future. I am worried about him and so, for my own peace of mind, would be prepared to pay for this expertise.
Can anyone tell me whether such a service exists, and where I might go to find it? I am based in London, but my relative lives in the Midlands. Any help in this matter would be very much appreciated.

It's hard to get home visits. Is he housebound?
