Advice needed

Hi all,

Received this from a debt enforcement agency for unpaid council tax for my partner. She was paying them back straight out of her wages but now isn't working, so payments were stopped. Income is very low, I've been signed off for 6 months for bad health and partners benefits don't even cover our rent. They initially wanted £120 a month but offered them £40 (that's pushing it too) and now they have come back with this...

WE CANNOT ACCEPT YOUR OFFER
BUT WE CAN ACCEPT AN ALTERNATIVE

Re: Council Tax Arrears owed to: Stroud District Council

With reference to the above we write to advise that your proposals for payment of your Council Tax and costs are unacceptable. We would, however, be prepared to accept payment as follows:
£ 64.41 by 17.11.15 followed by 5 payments of £65.00 per month

Your payment should be made by the same date each month as the first instalment is due. The automated system which monitors payments will process your account for further recovery action if payments are not received by the due dates.

Payments must be made direct to ourselves by standing order, cash, postal orders, or by bankers draft. Cheques are also acceptable except where payment of a previous cheque sent to us, by you has not been met by your bank. You can make payment using either our automated card payment system 24 hours a day, 7 days a week, by telephoning 0871 677 0070 or on line at, where you will also have the ability to make an arrangement to pay by instalments, check your case balance, payments history and access a series of Frequently Asked Questions.

A receipt will only be issued if you send a stamped addressed envelope with your payment. Your Case ID is 1177-4037867. This must be included with your payment and written clearly on any letters which you send to us.

If you fail to make payment of any of the instalments detailed above, the payment arrangement will be cancelled.

Further action will then be taken for the recovery of the sums due and, if necessary, we will take control of your goods, which may be removed and sold at public auction, the cost of which you will be liable for. If insufficient goods are available for removal, a report will be forwarded to the council who may take alternative recovery action..
