Just to point out, I did get promoted within the first 12 months of my previous employment, in the same sector so was asking the question on the basis its happened before. I'm not saying it will again, (and low and behold it happen to someone who is p/t!) but you never know lol.


No doubt the 12 months will go as quick as the last 5 years have

Understandably, the OP hasn't named the Building Society involved. However, a former work colleague of mine applied for a job with TSB which had exactly the same clause in it. She was told that the reason for it is the cost of training etc required for the role she has taken on, and the desire to get value back for that investment before allowing staff to move to other roles.
I'm sure that if the OP was seen to be performing far in excess of expectations or requirements for the role applied for, management would notice and act accordingly.
There is nothing to stop the OP contacting the HR department and saying they will only accept the job offer if that clause is removed. Whether that request would be acceptable to the employer is another matter altogether.
