If I want to declare earnings from renting a room in the home I live, in order to borrow more, will this stop my getting a normal mortgage and force me to pay "buy to let" rates?

Unlikely, in my experience, though some banks/building societies could try it on. Why not try a few phone calls to test the water?
If your income is below £4250 pa it won't be taxable of course, so it's hardly a 'buy to let' scenario.
