Self cert mortgage and electoral roll problem

My husband is self employed and has had problems obtaining a mortgage. FINALLY one has been found for us, but the company want him to write a letter stating why he wasnt on the electoral roll.
He wasnt on because he doesnt believe in politics and unfortunately didnt know it would have an adverse effect on obtaining a mortgage.
Can anyone suggest what to write or a template letter please..
