Hi,
I received a PE parking charge notice in November 2014. It was issued as a result of me overstaying at a Morrison's in Scotland, so I ignored the notice as per the advice for newbies. The advice I didn't follow was to contact the store manager or CEO of Morrison's because I didn't want to incriminate myself as the driver of the car. I have a credit card receipt showing I shopped in store on the day of the fine, but again by sending this to Morisson's it could be passed by them to PE and show I was the driver. I intend to contact the store manager by telephone to try and have the notice cancelled tomorrow (1 year too late I know). Given the timescales I expect this will be unsuccessful. I have 2 questions?
1. Is there a letter format for writing to the CEO without admitting I was the driver (I believe this is a key point in Scotland). Should I send the credit card statement with my name on it in the letter to the CEO.
2. To complicate matters I have now moved to England and correspondence regarding this are probably still being sent to my old Scottish address ( I can't keep the postal re-direct going forever). I really don't want to contact Parking Eye to tell them of the address change, as they might start hitting me with more letters, but I'm concerned I miss out on vital information. The DVLA have my updated address, but I have received nothing at this address from PE so I assume they are still sending the usual junk to the old address they obtained from DVLA.
I should probably add that up until September I have only received a final notice (£85 fee now applies) and threat of referral to debt recovery etc. Nothing more serious as the newbies message board suggests can happen for PE in England.

Why worry or bother? You have successfully ignored this for a year so why not do it for another five until it times out?
There is no formal template, so if you did want to contact the CEO it would have to be bespoke. Just say you are the keeper and were an occupant of the car on the day, but again, why bother?I married my cousin. Since it is Scotland and there is no keeper liability unless they can prove you were the driver, which you might reveal inadvertently if you contact them in any way, continue to ignore.0

No! - This is simply the standard letter chain and nothing is being taken any further.
Keep ignoring them and seek-out the pre-POFA letter chain thread for a fair idea of what to expect from them.0 -
I wouldn't bother doing anything at all.
I have a drawer full of such letters - that were sent to me and other members of my family over the last several years.
Visiting a shopping centre or supermarket with elderly relatives who fancy a cup of coffee, or a snack after shopping means that we frequently exceed the arbitrary time limit.
We simply don't care any more and have long since stopped worrying about these parking invoices.
Nothing has come of them - and nothing will ever come of them - why? - because we have not responded to a single one of them.
I used to regularly complain to the managers and the service desks, but usually there was a complacency that was quite sad about their attitude.
Strangely I personally haven't received any invoices for quite some time - perhaps we're now on some sort of black list where they don't waste their time writing to us.0 -
Some idiots must still be paying though to make it worthwhile for the PPC's to keep handing out the confetti.
Presumably the supermarkets etc. are not paying them for their oh so valuable services so they must be getting the money from somewhere.
Unless national (UK) deals of course where they have to do all sites I suppose.0 -

Fisherjim, My post was redirected for the first 6 months, hence how I knew I was still receiving this dross. I can't keep this redirection going indefinitely at £60/ year. Obviously PE only pay DVLA once for info and keep sending to the old address. As stated previously, I don't want to notify PE of the move as they will no doubt step up their efforts.

As it's Morrisons, do it, you don't have to say who parked the car! No brainer when it's Morrisons.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Spoke to the store manager today on the telephone and I informed her that I was the registered keeper, but I had no idea who was driving on that date. She asked if I had shopped in the supermarket on the day in question (I had, but she didn't ask for proof), she asked for the reference number from PE. She apologised for upsetting a valued customer (probably want all the custom they can get due to Morrison's struggling sales figures) and informed me to look out for a letter confirming the cancellation of the parking charge notice. Should have done this 12 months ago. Thanks all.0
