Council doesnt collect recycling

Hello all,
The recycling is not being collected from the develpment where i live (3 blocks, 14 flats). We have 3 bins which are one for general rubbish, one for cardboard and one for glasses, plastic etc.
i moved to the property in July and only the general rubbish and card board bins are being collected every Tuesday. However, they havent touch the bin with the glasses, plastics..
Every week since i moved, i call the council to report this as the bottles and other stuff is piling up. They alwasy tell me that they will report it but nothing happens.
what can i do to resolve this? The council keeps ignoring me and i am getting frustated. Can i sue the council? or can i escalate this issue somewhere else?

Contact your local councillor - that is what you elect them for.0

You may be able to report missed collections online. Try searching your councils website.0

I also did that, but even i didnt receive an email confirmation of my claim
