If my only income is from a property rental can I use my full personal allowance before paying tax?

You certainly can. You will pay 0% on the first £10,600 of profit after all of expenses have been deducted from your income. You must still fill out a self assessment every year and even though you don't physically pay tax forgetting to fill in the form will earn you a £100 penalty although you can ask for the penalty to be waived and hope they do.:footie:
