Bit of a tricky questions really (I wonder if it should say "County" and not "country"?.

"Katniss and her family come from District 12, a coal-mining district that is the poorest and least populated district in the dystopian fictional autocratic nation of Panem"

Literally, the answer should be Panem (as that's the country where everything in the Hunger Games happens), but I'm wondering if it's just a badly worded question and the answer should, in fact, be District 12 ... since that's where she's from.

I have seen trivia quizzes with the same answer options and District 12 is the "catch out" answer and Panem the correct one (doesn't guarantee that is the case here).
