Best man can't attend - legalities

Hi. My daughter gets married tomorrow. Looks like the best man may not be able to attend. He is, of course, down to be a witness. It's a registrar conducted ceremony in a hotel. Will it cause any problems if someone else has to step in as witness at the last minute ? Thanks for your help.

    I can't see why there would be any issue with that. AFAIK the witnesses only need to sign the actual registration books, so I don't think the registrar would have anything pre-printed with the witness names or anything like that.
