Council Tax for New Property

Hi All
Hope I am in the right section.
I am shortly moving and currently live in a Band D property which we pay monthly by Direct Debit x 10 months.
On the date we move I calculate we will have over paid about 200.00 for the time we will have lived here for this financial year from 1st April to 2nd November. Because it is 10 monthly rather than 12 monthly payments.
We are moving to a new build property which has not yet been banded. Despite the Developer sending all the information off to the Council weeks ago. The Valuation Office say they have not received a Billing Authority Report from the Council although they did receive one for the adjoining property a couple of weeks ago.
The Council seem to take the attitude of just keep paying your direct debit at the band D rate oh and we will sort it out afterwards. Well why should we really?
So my question is can they charge you Council Tax retrospectively from the date you move in if they have not got the property banded? Presumably they can but do I need to carry on paying the Direct Debit. Or can I cancel that because it is on my existing property and wait for them to band the property and then send me a bill?

You become responsible for paying CT for a dwelling as soon as you become the owner (where dwelling unoccupied) or occupier. If you move in on Oct 1, but dwelling is not banded until Dec 1, you will still be charged from Oct 1.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0
