MSE Admin blocked them due to an issue with self promotion a few months back.
I do not see that as a reflection on the entry system.

Not necessarily any worse than RC/Gleam - there was a spate of them being posted that were referral links and the people posting them were gaining an extra entry for themselves every time someone entered via the posted links.

so maybe they don't email the winner ?

That's for winner announcement rather than winner notification

13.The winner will be notified via email within 28 days of the closing date. If the winner cannot be contacted or does not claim the prize within 14 days of notification, the promoter reserves the right to withdraw the prize from the winner and pick a replacement winner.
14.The issuing of the prize will be arranged with the winner by phone or email once the winner has been selected.
