Heating AND hot water off radiator on!

Recently, we have found the radiator in the upstairs bathroom coming on, even though the heating and hot water are turned off. There seems to be a hissing sound in the radiator. Any ideas?

Where is the heating turned off? In some plumbing systems one radiator, often a bathroom one, is permanently on to. I think this system used to be more common and was to prevent the water overheating.
But you say this is a recent issue and if it didn't happen previous years it sounds like something has changed - perhaps a valve or sensor has become clogged?But a banker, engaged at enormous expense,Had the whole of their cash in his care.
