Pannier Bag Help

I have a ETC rack on my bicycle and recently decided to make use of it and get a pannier bag. Sounds simple enough but the lower clip of the bag doesn't line up with anywhere suitable on the rack
Perhaps I was being naive to expect these things to be universal fit!
The rack:

The lower clip ends up being exactly where the horizontal and vertical tubes on the rack intercept at a bracket so it is too thick for the clip to fit round. The clip can only move horizontally so I can't put it lower to attach onto the tube going to bike frame. I had thought about just removing the bottom clip as it is mainly just for security than taking weight but the bag is clearly designed to have the clip to stop it sliding from side to side or banging against the rack if you wobble.
Does anyone know of a similar bag that would fit this set-up or do I need to get a different rack? Seems a bit strange for a rack to not take a pannier bag - the whole point of the rack surely!

I'm not sure what your clips look like, but I use these. They have two clips at the top, you hook them over and then click them on. The bottom clip is a solid plastic affair on a rail, so you can slide it across to hook around an upright. I never use it though and it doesn't slide about at all.

FYI, that Topeak one takes the range of Topeak trunk bags. It can just be used with normal pannier bags too, but the trunk bags specifically slide onto that flat top area.
I have that rack, with this bag:

That is the largest (capacity and price) of their trunkbag range. Smaller ones are available. It's great - on weekend rides I have the sides folded up and just use the top trunk bit, like adding a car boot to my bike! Then the sides come down for the commute.

As I said though, that rack can also be used with bog standard (and cheaper) pannier bags.0 -
Thanks for the responses. I swung by the Edinburgh Bicycle Coop on the way home and acquired a another rack. Not the Topeak one unfortunately (not in stock) but something pretty similar. Just got to wait till the weekend now so I can fit it with the benefit of daylight.0
