how to close down credit card account

sorry- this is probably in the wrong place but if so can someone please move it
My husband had a morgan stanley credit card and wanted to close the account. so he sent them a letter with the cut up cards in it(I had second card) and asked them to repay the £4.87 that had been overpaid(long story!)
they sent a letter back asking him to telephone them about his "phonecall"
he sent another letter saying close the account.
they have since transferred the card to goldfish. Unfortunately husband had a goldfish card in the past and nearly had a heart attack when speaking to their customer services dept about an issue he had about 5 years ago, so we cancelled the card and for sanity's sake, we have a household policy that he never speaks to a customer service adviser ever again.
so I rang MS/goldfish today and asked why they hadnt complied with his instructions to close the account because we keep getting statements.
they said couldnt speak to me because of data protection (utter rubbish- I was just asking why they hadnt closed it!) and it would be in my husbands "best interests" to phone them.
what do I do now?
they said if he writes again he will just get a letter asking him to phone-
has the world gone mad?
sorry- I no this is not a debt free question, but lots of people on here have actually cancelled credit cards so I thought i had a better chance of a reply. please move if in wrong place

They should take it in writing that it is cancelled. Get hubby to write again and this time put at the top in bold FORMAL COMPLAINT and tell them you are not happy with them changing the card when you had instructed them to close it and that if they don't write to confirm that the account is closed you will take it further with the financial ombudsman.0
