That is a huge amount of debt to rack up on overspending in 18 months? Are you sure thats how it was aquired?
I may be cynical due to my own past behaviour but i would immediately think of gambling or some other addiction. I hope its not but just a thought.£1000 Emergency fund No90 £1000/1000

You need to go through an income and expenditure form - individually and jointly
As she is in such debt it may be a good time for her to stop paying all non essential debts (cards, unsecured debts etc.) and make token payments of £1.00 per month to each one.
This would give breathing space and give her some cash to decide what to do.
As she has no assets but lots of debt a creditor may not take her to court now, but could in the future.
She could use the money she saves to gather funds to pay for BR, a first step is to get debt advice to see how to proceed0
