Mortgages that will clear second charge

Hi
I'm hoping for some advice. I want to consolidate my main mortgage and a second charge on the property by re-mortgaging and having one mortgage overall. The total amount outstanding when consolidated is around 80% of house value so I'm looking to get an 85% LTV mortgage deal.
However this is where my problems start, I have spoken to Tesco Bank and Santander and they advised they will only offer a mortgage once the second charge is cleared, this makes no sense to me as its not as if I'm borrowing any more than if I were a new customer coming off the street requiring a 85% LTV mortgage.
Santander also inexplicitly (well seemed odd to me) were counting the second charge as a personal loan, and even though they could not offer a mortgage without clearing it, were still taking it in to account when working out how much they could lend me?
If anyone could give any pointers or maybe suggestions of mortgage providers who you have had success with getting a mortgage with a second charge on the property would be appreciated.
