equal rights for part time workers pension question

does anyone know if the equal rights for part time workers, the EEC bill applies to pension rights also? I worked part time for a FE college from 1990 - 1999 and applied to join the Teacher's Pension Fund, which i had previously been a member of when i worked for the same college in 1989. I had a letter from HR saying that the TPF did not allow part time workers at the time. I'm wondering if the EC bill changed this and if i may be entitled to claim for those years if it does.
I have documentation for this information given and pay information.
